Sentō · 銭湯 · Tokyo’s public baths

Tokyo has lost 84% of its sentō since 1968. The rest are getting busier.

Visits per bathhouse, from the city’s own totals: 37,100 a year in 2013, 50,800 in 2025.

Tokyo’s city government counts its sentō, the neighbourhood public bathhouses, at the end of each year: once a decade from 1968, the post-war peak, to 1998, then every year from 2008.

Bathers per bathhouse per day: an average computed by the city from fare revenue, not a headcount. Each 桶 is ten bathers.

Visits per bathhouse, from the city’s total visits and its count: 37,067 a year in 2013, 50,803 in 2025.

One tile = one bathhouse, not a particular one. The city publishes a count, not a list, so every count here is net: grey is the fall since 1968 after closings and openings, not a known set of closures. The order of the tiles means nothing, and neither does the shade. Before 2008 the city’s tables give one reading a decade; the scrubber stops only where there is one.

2,687 → 417 sentō · visits per bathhouse +37% since 2013 · 600円 cap against a 603円 cost estimate

Total visits were 21.2 million in 2025: up from 19.8 million in 2021, below 23.4 million in 2019 and 28.5 million in 2011. Since 2011 the count of bathhouses fell 46% and visits 26%. At the end of 2025 there were 13 fewer than a year before, the smallest net drop of the 17 year-on-year changes since annual counts began in 2008.

The Painter

The city’s count as a wordless three-minute film in penki-e, the house paint of Tokyo’s bathhouse walls, following an invented painter from 1968 to 2025. The scenes are illustrated; the counts are the city’s.

Where Tokyo’s 417 sentō were at the end of 2025

Each bank of lockers is one area, placed roughly where it sits, the Tama cities to the west: a door for every bathhouse it had at the end of 2016, blue with its key tag for each still counted at the end of 2025. All 23 wards have fewer than in 2016, and no area has more. Edogawa lost 16; Shibuya, Chiyoda and Minato lost one each. Nine cities have none, and Kiyose, Kodaira and Inagi lost their last. Towns, villages and the islands are not in the source.

The most a bath may cost, and what it costs to run

The governor caps what a Tokyo sentō may charge under the 物価統制令, the Price Control Order; a bathhouse may charge less, never more. The cap has gone from 280円 (1988) to 600円 (August 2026). Each dot is the city’s estimate of what an adult bath costs to provide, from its accounting survey of bathhouses. In all 22 years it made one since 2004, the estimate was above the cap in force, by 2円 to 87円.

All 9 revisions since 2004 set the new cap below that year’s estimate; August 2026 came closest, 600円 against 603円. Its +50円 was the largest single step since at least 1988.

In minutes of Tokyo’s minimum wage, an adult bath cost 33 in 1988, 36 at its peak in 2006, and about 28 now (600円 at 1,280円 an hour). The cap is a ceiling, not what every bathhouse charges.

The question the housing survey stopped asking

Each grid is 100 Tokyo homes; a filled house has a bath of its own. The figures are the national housing survey’s (住宅・土地統計調査), as the council’s table gives them, one a decade: 42.2% in 1968, 97.6% in 2008.

平成25年以降は自家風呂の有無についての調査は行われていない。 From 2013 on, the survey has not asked whether a home has its own bath. (注3, the council’s table)

The city’s explanation for the falling count, in its words: 「自家風呂保有者の増加に伴う公衆浴場利用者の減少等により転廃業が続出し、著しく減少してきています。」 (As more households came to own a bath, fewer people used the public baths, among other reasons; one bathhouse after another closed or turned to other business, and the number has fallen sharply.) (東京くらしWEB「東京の公衆浴場の現況」)

Japan’s other public baths passed its sentō in 1989

Every licensed public bath in Japan, 1977 to FY2021: each chimney (煙突) is 1,000 sentō, each steam icon 1,000 other public baths (saunas, super-sentō and spa complexes among them), cut to the exact fraction. The total was 25,358 in 1977, peaked at 28,792 in FY2007 and fell to 23,780. In FY2021, 3,120 of 23,780 were sentō: 13%, fewer than 1 in 7.

1977: 25,358 licensed public baths, 16,866 of them sentō.

1989: 24,755 licensed public baths, 12,228 of them sentō. From this year the other kinds outnumber them (12,527).

From 1997, the table counts fiscal year-ends.

FY2000: 26,732 licensed public baths, 8,117 of them sentō.

FY2007: 28,792 licensed public baths, 6,009 of them sentō. The most licensed public baths on record.

FY2010: 27,653 licensed public baths, 5,449 of them sentō.

FY2021: 23,780 licensed public baths, 3,120 of them sentō.

Licensed facilities, from 厚生労働省 衛生行政報告例 (付表F01): calendar years through 1996, fiscal year-end from 1997; FY2010 omits parts of Miyagi and Fukushima after the earthquake. 全浴連, the bathhouse trade federation, counts only its members: 1,493 sentō in April 2026, against 17,999 in 1968. Neither series uses Tokyo’s definition, so neither is charted against it.

Where each number comes from

  • Tokyo’s bathhouses. Counted at 31 December by the Tokyo Metropolitan Government: the public bathhouses whose adult fare the governor caps (一般公衆浴場). Every count is net of openings and closings. 2011 on from 東京都生活文化局, 東京くらしWEB「東京の公衆浴場の現況」; 1968, 1978, 1988, 1998 and 2008–2010 from the council’s tables, which agree with the city’s page to the unit wherever both cover a year. 昭和43年の浴場数が戦後最多である。 (The 1968 count is the highest since the war.)
  • Bathers per bathhouse per day. Not a headcount: 利用人員(1日あたり)は、都の浴場の入浴料金収入額を基に算定した計算値である。 (Bathers per day is a figure computed from the fare revenue of Tokyo’s bathhouses.) Before 2008 the council’s tables give one reading a decade. It is not total visits ÷ bathhouses ÷ 365: that gives 139 for 2025 and 102 for 2013, a 37% rise against the city’s 51%. Through 2020 the two published figures imply 307 to 312 days of bathing a year; 2021 implies 280 and 2025 282. The council does not publish its divisor. In 2021, total visits fell to 19.8 million, the lowest in the city’s series, while its per-day figure rose from 143 to 147: the per-day number is computed from revenue, not from the visit total.
  • Homes with a bath of their own. 住宅・土地統計調査, as the council’s table gives it: one reading a decade, 1968–2008. 平成25年以降は自家風呂の有無についての調査は行われていない。
  • The cap. 公衆浴場の入浴料金は、その上限を統制額として、知事が指定しています。 (The governor sets the upper limit of a public bath’s fare, the controlled price.; 東京くらしWEB) Every revision since 1988 from the council’s table and the city’s page. The governor sets it after the city’s accounting survey of bathhouses and a hearing at the bathhouse council (東京都公衆浴場対策協議会); the cost estimate is the city’s, from that survey. 2026’s comes from the council papers’ cost sheet (資料4: 602.86円, shown rounded).
  • The minimum wage. 東京労働局「東京都最低賃金金額改正一覧」, every revision from 1988, and for 2026 its press release (1,280円 an hour from 2026-10-01). A bath in minutes of work is the adult cap over the hourly minimum wage in force on each date, times 60.
  • Wards and cities. The council’s per-area counts at the end of 2016 and 2025: the 23 wards and 26 cities only.
  • Japan. 厚生労働省 衛生行政報告例 付表F01 (令和3年度), via e-Stat: every licensed public bath, with sentō (一般公衆浴場) listed separately from 1977. Calendar years through 1996, fiscal year-end from 1997; before 2006 the sentō column is the old 普通浴場 count, renamed rather than redefined; FY2010 omits parts of Miyagi and Fukushima after the earthquake. A licence is not an open bathhouse, and not every sentō joins the trade federation: 全浴連 counted 1,493 members in April 2026.
  • Not inferred. No cause beyond the city’s quoted one, no forecast, and no list of which bathhouses closed or opened: every count is net.
